"A Game Action is defined as any activity specified by the Rules that

This is very similar to:

"Anything that exists in the game is an Object, and anything that is not 
in the game is not an Object."

Any action is the verb equivalent of a game object noun. If it wasn't a 
game action, it didn't happen.

Enacting Era 5 was a game action obligated by Rule 0.

Beyond that, the votes that caused ehird's Refresh Proposal to achieve 
and maintain a lead may be invalid.
