I think some people are voting here as if this were IRV. Recommend checking out http://en.wikipedia.org/wiki/Ranked_pairs#Procedure, particularly the following passage: "Voters may also express indifference (e.g., A = B), and unstated candidates are assumed to be equally worse than the stated candidates." I'm assuming that the people voting for a single RP really mean: {A > B = C = D} rather than: {A = B = C =D}.... Same goes for any ballot with unlisted RPs... Which, given Wooble's point about old ones, is all of them.
