I guess even the most "sure" game actions could be thwarted by intervening emergencies that change the whole game. But what's important about these other actions is that they are evaluated (and succeed or fail) at the future time. The Transaction needs to be evaluated now... So any Transaction that includes events at a future time actually fails because these are uncertain. Now that I think about it that's pretty much the same reason that my "Logical Hand Grenade" message a while back where I tried to take the MoM and stop the clock "one minute before the end of nday 12" (or something like that) failed... Because me doing or not doing that future action couldn't depend on something anterior to itself e.g. whether nday 12 would actually end there or not.
