Your points are both right. It's currently not failsafe at all. For the first objection, it is true that this could lead to clock crises, but at least we could use the emergency (once we realize it's on, tho we might have to mod the emergency rule to allow for the active phase of it to being 20 rdays in e.g. once we realize we're in an emergency) to just ratify everything that's been thought to have been done till then. But you're right, still a major flaw. But yeah, I need to modify that proposal severely. Thanks!
