Nope, E did not! See Rules 4E21 and 4E22. It does get to be annoying for
Players (should we change it? It's a little less annoying for ministers if
it works) but you have to actually DO an action to the public forum after
having declared your intent to do so and cleared the support/objection
requirements. So as far as the registrar is concerned, no tidiness list has
been submitted or enacted in a good while.
