[s-d] Contracts

The use of corporations to evade fines is just the tip of the iceburg.

During the Agoran Small Pointless Switch discussion I referenced 
earlier, I got the impression that Contracts can't create actual Game 
Objects.

Yet B's corporations are explicitly creating Game Documents, and 
quasi-Game Objects like Officers.

Can corps create Currency Owning Objects and Legal Entities too?

Can corps create Ministries? Outsiders? Rules?

Where's the line?

We need an addition to the Contracts rule allowing Contract Objects to 
be defined strictly within the scope of a corporation.
