I agree that there is no precedent that all proposals pass at the same
time and it is followed as the rules state: in order passed. If a
proposal wants to amend the voting procedure, it should explicitly
state how the timing should work (without violating rule 26). I do
agree it would cause a "good deal of havoc" if they are all passed
simultaneously.
