I don't think this is the obvious fix. This proposal broadens the scope of
Registered Voters and gives potential voting power to all Game Objects. I
think that is too dangerous. Any fix that allows the Beast to vote (assuming
that the Beast isn't already a valid Registered Voter) should be narrower in
scope.

Of course, I don't like the Beast voting, so if he turns out to not be a
Registered Voter, I'm against any proposal that would allow him to vote.
