Looking through the archives, I can find no record of it explicitly
being made into a Public Forum at the time it was started, but I also
don't know that such an action would have been required at that time
and it was certainly treated as if it was for the very few messages
that were ever sent to it.

Someone who was around back then might have some idea of the true
state of that list, but it would probably be wise to explicitly make
it a public forum if we want to start using it as such (which, by the
way, would be a great idea if we get any sort of automation off the
ground).
