[s-d] A problem with the Plexiglass

However, the Device owner cannot own one and only one Riot Corps, because there is no device called "Riot Corps".  "Riot Corps" is the name of the blueprint, which I think has been established to be unownable.  Due to this error, nobody can be Recruited.
