Rule 1-10 only allows Outsiders to take Game Actions that are explicitly allowed by the rules. Unilaterally changing the rules is not explicitly allowed by the rules, so Outsiders cannot do it. The self-ratification clause means that any attempt to do something impossible is *considered* to have succeeded anyway after a period of no declarations of Invalidity, and the Platonic Gamestate is changed to what it would have been had the action been legal in the first place.
