Nonsense.  Rule 1-10 only allows Outsiders to take Game Actions that
are explicitly allowed by the rules.  Unilaterally changing the rules
is not explicitly allowed by the rules, so Outsiders cannot do it.

The self-ratification clause means that any attempt to do something
impossible is *considered* to have succeeded anyway after a period of
no declarations of Invalidity, and the Platonic Gamestate is changed
to what it would have been had the action been legal in the first
place.  The spirit of the rule is clear (and, in fact, spelled out in
comment text); this ratification serves only to prevent us from having
to try to sort through the results of an illegal action not occurring
weeks previously, not to allow everything, including everything which
is prohibited.
