Well why not have players be some sort of second class citizen during
the first week. S.C.C's would have a limited subset of actions they
could take. Maybe even have it so a proposal has to pass to upgrade them
to player.

We could have a ministry of Turing. Someone to determine whether a
player is actually human or not. Honestly I have no problem with
non-human players as long as they are clearly labeled and controlled.

I do think a week probational period of sort might be useful in keeping
someone from pulling off a scam involving his 500 "friends" who all
"decided" to play bnomic for this week.
