I do agree something has to be done about that, as it would probably be way
too easy to do! 2 new players joined this week, including myself. For all
you know we could be Eugene's puppets. Which I'm not, of course ;-) Would be
even easier for the Registrar to abuse this. You mentioned arguments over
membership tests in your initial post. What has happened in the past? I
can't imagine people actually went around and fingerprinted new members :-D

I guess the best avenue I see, which a) doesn't make it too easy for puppets
to pass and b) won't lead to temporal disorder, is something along the lines
of what was suggested earlier by Daniel and Eugene: applicant needs a
certain number of approvals to get in, or can be locked out by a certain
number of objections. and maybe put some time limit for objections, so
people aren't left hanging. Something along the lines of what you have now
but without provisional membership. I know newcomers having to wait to play
is very thing I was complaining about earlier, but now that I really try and
think of something concrete I can't come up with anything better... I guess
if it's clear why we're doing this new people would be ok with it, and they
can always get into forum discussions during that time without posing any
game actions or something like that.
