Rule 1-2 says everything in the game is an Object, and 1-3 defines
External Force to be whatever's outside the game -- and then Outsider
merges External Forces into the Object hierarchy anyway.  Here's how I
understand the hierarchy.  Some of these are only considered Game
Objects because of the all-inclusive wording of the first sentence in
Rule 1-3

External Force [1-3]

Game Object (aka Object) [1-2]
+-- Outsider (also "inherits" External Force) [1-3]

+-- Game Document [1-6]
|   +-- Rule [1-8]
