Yes, that's exactly what I intended to say. for now, if the Judgment draft were voted on as is and passed, yes, there's nothing to stop you from resubmitting the same RFJ over and over. But once it has been decided the first time, it guides interpretation, and so you cannot come up with a different answer, can you ?
