Triller has amended p302:

Actually, my p291 that created pens changed the effects to "At the
beginning of each Voting Period, you get a newly-created Pen.". Looks
like that change got lost in the mayhem.

I was thinking that the precedence rules would make that happen after
the ones from r3-3, although from rereading those rules (who wrote
those, anyway? :) it looks like the talisman creates the pen, and then
that pen gets destroyed by r3-3.

So I guess it needs to be reworded anyway. But, I'm not so sure about
the "after all other newly created Pens have been awarded" part. What
if there's more than one object that says such a thing? Such as, say,
more than one Talisman of Bureaucracy?

Maybe explicitly "after the pens created by rule 3-3 are created" or
something? Or even "This object defers to rule 3-3"?
