It looks like the web page scripts don't vote by number yet. I think it's
reasonable to assume we'll treat FOR as 2, MAYBE as 1, MAYBE NOT as -1,
and AGAINST as -2, at least until they get changed. Or perhaps we should
add these aliases to the rules, like we have for ABSTAIN?
