Done. [[PropLink(1)]] makes a link to proposal 1 with the text "p1". [[PropLink(1,That Prop)]] makes a link to proposal 1 with the text "That Prop". 

Also, you could just use the full address and alias the text:
[http://www.bnomic.org/cgi-bin/moin.cgi/ViewProposals?propid=1 A Link to Prop Number One] 
makes the link with the text "A Link to Prop Number One".
