That seems to be the convention (it used to be surrounded by _, but
the current rules database (the wiki) uses equal signs for headers, so
I've been using that).

However, the rules don't recognize the need for rules (nor proposals
for that matter) to have names or titles at all. Nor do they define
what that would mean. Which is kind of interesting, seeing as there
are rules referencing the titles of things.
