Do you mean that one Minister would recognize things while another
maintained the ruleset? At the moment, recognizing and numbering is in
general the job of whoever tracks what's being recognized, so the
Chairman recognizes and numbers proposals, the Attorney Generalist
recognizes and numbers CFIs, etc.


According to r5, the Admin numbers everything. Of course, according to
r5, CFIs are assigned "the smallest integer that is larger than the
largest identification number in use at the time of the object's
creation". Didn't we change that?

CFIs aren't revisable objects; the only thing r5 says about them is that players may not choose numbers for their CFIs. Which is true anyway, so we could remove that sentence.
