I believe it means that a new Vine is planted, and that vine has the attribute "in the town square", signifying that it is a communal Vine.

It would appear to be stained the color "with tomato juice", signifying that it can only be substituted for 'with tomato juice'. This would seem to imply that it becomes useless.
