We can:

1. Just ignore the sentence and do nothing.
2. Just ignore this, and propose to remove the sentence.
3. Break r10, and remove the thing right now.
4. Have Dave break r10 and just remove the sentence.
5. Find some way within the game around the problem, e.g.

In order for an action to be illegal by r1638, it must be "referenced".
Referencing is an action undefined in the rules.
If referencing is referenced in the rules, referencing cannot be done,
and thus there is no problem with this rule.
If it isn't, neither is anything else, since they are both stated [English
verb here, not Nomic] in the rules the same way, and there is no problem
with this rule.

Conclusion: There is no problem with this rule.
