Under the rules, at least, you're empowered to designate the web form as a public forum for the purposes of voting, so there would be no need to notify the list.

(I'd really suggest for this that we eventually set up another list,
spoon-robots or something, that's considered a public forum, but to which
no humans can post - we can all subscribe and be happy.)

Perhaps ministers could make periodic reports there as well?

What would be an 'acceptable' level of security for this sort of thing?
Can I get away with just setting up passwords for everyone, sending out
private emails, and letting that be that? (I can retrofit things like
'players changing their passwords' later.)

That'd work fine for me.

Just as important, if there were, say, a Web-based voting form, would
anyone actually use it? I don't want to invest too much effort in
something that won't be used/useful.

If enough of the game were available from web forms, I could see the website taking over spoon-business' role as primary forum.

Or the other possibility is to set up an email interface, so that for voting, for example, we'd send in a message in a predetermined format, say:
<proposalnumber>:<vote>
<proposalnumber>:<vote>
etc.

and a script would do the rest.
