I don't recall the telephone being particularly abused.

I suspect that Dave would like nothing more than having players 
plotting to administer the game together...

Perhaps we could set up some sort of claim system, where you can claim 
a Duty in advance, if nobody else has and if you haven't done that Duty 
recently. Then, if there's just one player willing to do a Duty every 
week, e'll do so; but if another player decides to join in, e can.
