I *really* like the idea of rules on the grid. I'd suggest keeping it simpler than giving rules an independent life, make them carryable MOs. Possession of a rule would confer voting privileges concerning that rule, extra votes, or limited revision authority, subject to the administrative veto if the revision would break the game. The admin veto could be supplemented by the CFI mechanism, (though of course that could be subverted if it appeared on the grid.)

This would add a level of complexity that I would enjoy surfing, would make the grid game something that would have definite game effects and thus important.
