Perhaps the answer in that case isn't chutzpah, ID or layers.  Perhaps in that case the weather rule should be broken into two pieces -- one that takes precedence over the grid rule and one that doesn't.  If, in fact, there's some piece of the weather rule that needs to defer to the grid rule.
