It is technically possible, at least, though if this becomes a major part
of the game, I'll have to invent an excuse to stop the game for a few days
while I create some new infrastructure for it.

(This would at least require some hacking on the voting system, and
probably the calendar system -- if the Clock is turned off, that should be
considered in the insta-prop deadline.)

Given our dwindling number of players, it's starting to look like everyone
may end up being Minister of Something-Or-Other. :)
