Can anyone see any flaws in this?

-There's your first mistake. Since there's no "Rule A," those sentences do nothing. How about "If any rule conflicts with this rule, does not take precedence over this rule, and is not Rule 0, this rule takes precedence over that rule."-

Comment text shall not have the force of Rule; its purpose is solely elucidative or demonstrative.

-Not a problem with this proposal, but that sentence makes "story-rules" mildly illegal. The text around one of those props is hardly "elucidative or demonstrative." Is that a problem for anyone?-

If the proposal was submitted by the player named "bd", it >automatically passes.

The player named "bd" may veto proposals in the same way as the >Administrator, but without the requirement of not being a Player.

If a proposal would have passed, but is deemed failed *only* due to the
Administrator's veto or bd's veto, then:

-Gee, we're a little hopeful no one actually reads these things, aren't we? Good try, but... how about not?-
