That doesn't say publicly > declaring one's intention to forfeit is legal. r14 doesn't need to say that publicly declaring one's intention to forfeit is legal, because it already is (by the rule defining Public Forums, and Permissibility of the Unprohibited). If publicly declaring one's intention to forfeit were for some reason illegal, then r14 wouldn't make it legal. Glotmorf's reasoning is sound. -- Rob Speer
