The point I'm trying to get across here is that quoted text is *not* the original text. The original text appeared in [[]]s and so it, according to r8, "shall be considered "comment" text". However, the quote of it is not the original text. It is a copy of it. The copy is, quite obviously, *not* appearing within double square brackets, and so, under the r8 definition of a comment, is not a comment. And so it may have the Force of Rule.
