I think this'll get combined with "Ministers of the Realm" to yield
Insta-Ministers.

(Seriously, that probably will happen, assuming both Insta-Rules and the
Ministers proposals pass. Insta-Rules could be maintained separate from
"real" rules, such that they could just be a simple text file that the
Insta-Minister updates by hand once an nweek.)
