Well, "force of law" is likely to be interpreted as having the same strength as a rule. I don't think that we want CFJs to have ultimate power, so to speak. So, either we need an appealate method (which is in the proposal), or we need to make the rulings less powerful. The "game custom" thing does this, albeit not perfectly. I'd be inclined to pass the proposal and modify the text later. The proposal contains many good things too.
