The problem with this isn't the Title rule, which is fairly innocuous in and of itself.

The Title rule is just a kludge (and, yes, potentially unncessary) to create the Legislative Zealot title (and rule).

The Legislative Zealot rule
        (a) has incorrect math
        (b) is designed to allow someone to make 40 proposals if they want

Point (b) is evidenced by the tiny rider at the bottom of the proposal that repeals Bandwidth Rationing.

So, in effect, this is really just a (crappy) way of getting rid of bandwidth rationing.

It is *not* a better bandwidth limit, because THERE IS NO LIMIT. There's a deterrent, which is not at all the same thing as a limit.

I don't care if you're willing to risk 40 proposals. I don't care if all 40 of them are good proposals. I don't want players to have the ability to post 40 proposals (good ones or bad ones) every nweek because .... well, because I have a life outside of B Nomic.

Heck, right now *with* bandwidth legislation and 15 recognized players, we have the possibility of having to slog through 45 proposals (not to mention the subsequent discussions) each nweek. Bandwidth Rationing is a Good Thing(TM).

Let me guess a translation: you think the Titles rule is not
necessary, it could be implemented the same way as the Sushi and the
Scarf are implemented?

I don't think so, as the Sushi and the Scarf can only be assigned to
one player at a time, while titles can be held by multiple or no
players.
