I propose a action (one-time), not a rule (permanent in time).
If what you claim was true, then the same kind of recursion would apply when
someone proposes "replace the second paragraph/sentence/word of rule x/y with
foo". 
The paragraph/sentence/word should be replaced infinite times, requiring an
infinite amount of the administrator's time.
I think not.
