I see several problems with this definition, for example it does not define when one ceases to be an agent. For example, players which have left the game would still be agents since they have "at some time publicly indicated eir presence".

The current rules specify that an entity can lose its Agency, but does not specify how. I guess you somehow have to become incapable of action :-)

Orders can be sent to agents (Rules 114, 115), so would anyone who has "publicly indidcated eir presence" be required to follow game orders?
