I understand the reasoning behind this, but i think excluding 
actions made outside of a public forum is too severe a measure.
Follow me,

Example one:
the banker is required to do all the accounting for the bank.
He probably
1 reads all the mail
2 makes the accounting on a spare piece of paper with a pencil (of 
he uses some sort of computer program or whatever)
3 then he posts a message to the list with the results so that the 
players can read it.

Example two
Joel is requred by rule 350/0 to perform a series of  actions:
1 He must Randall
2 He must make a photograph of himself Randalling
3 He must post the result of this action on a public place where all 
the players can see it

Both these examples feature actions directed by the rules and 
made outside of a public forum. the only difference is that rule 
350/0 specifies the instrument to be used to record the process  
wheras the banker can use whatever he feels like to do his task
