I have finished recording all events related to the MoQ since the last
ratification during emergency (see the bottom of this e-mail). The
wiki is still not updated, but this e-mail will serve as the Public
Display until such a time as I can get it updated.

My initial reaction was to allow a proposal to ratify the actions that
MoQ Codae took, but after doing a full scan of the history for the
past month I now think it would be better if I simply fill all
outstanding ministerial obligations and bring the MoQ current (without
having to wait for a proposal). Therefore I respectfully request Billy
Pilgrim withdraw his proposal titled "Papering Over It" (as that will
now do seriously wacky things if it passes). I interpret rule 4E53 to
allow me a full jiffy to fulfill any outstanding obligations from the
time I take the MoQ. However, in case there is disagreement on this
point, I submit the following transaction:

To bring Consultation numbering in line, I assign Consultation #70-2
to the second consultation referenced as #70 by Codae. I assign
Consultation #88.5 to the consultation reference by Codae as #88 1/2.
For all other consultations that were referenced by Codae I assign the
same Consultation numbers as he did.

I then fulfill all outstanding obligations on the Ministry of
Questions by ZOTing all open consultations.

The consultations that have been ZOTTED are: 71, 74, 76, 79, 80, 81,
83, 85, 70-2, 87, 88, 89, 88.5, 90

I believe the majority of these consultations are no longer relevant.
If any of the supplicants in these consultations feel they are still
important to be decided, please re-submit the consultation.
