Re: [s-b] [s-d] Proposal: Clean Up Order Effects

I re-Title Proposal 249 "You Have Your Orders". I revise Proposal 249, in
order to use current rule numbers, to add a specification to future actions,
and to define a Minister of Time as per Murphy's suggestion, to read as
follows:

 I submit the following proposal, entitled "Clean Up Order Effects"

In Rule 7, replace the third paragraph by the following:

An Outsider may post a message to a Public Forum specifying that he will
perform a specified Game Action at a specified time in the future, with
reference either to The Clock or to Coordinated Universal Time (UTC). A Game
Action performed in this manner takes place at the time specified by the
Outsider, defaulting to the start of the next occurrence of any period of
time unless otherwise specified by the Outsider [[ *e.g.* if one writes "I
do X on nday 8", X happens at the start of the next nday 8]]. If multiple
Game Actions are set to be performed in this manner at the same time, they
occur in the order they arrived at the appropriate forum.

In Rule 14, add a sub-heading "The Ministry of Time", placing the following
text underneath:

There exists a Ministry known as the Ministry of Time. The Minister of Time,
also known as The Doctor, is responsible for maintaining a Public Display of
Game Actions and other changes to the state of the game scheduled for the
future, including the time at which and order in which these will occur.
