[s-b] Hurried Proposal: Super-Mutants


In order to correct my compounded initial DNA assignation error, I submit
the following proposal, entitled "Super-Mutants":

Upon adoption of this Proposal, all Players, regardless of whether or not
they have already Mutated this nweek, are allowed to Mutate once more before
Voting again. This proposal takes precedence over Rule 61.

If the Rules state that any points are to be awarded to the author of this
Proposal for it being Won or Passing, these points are not awarded.

[[This basically serves to ensure that, as long as one mutates before voting
on any hurried proposals, and as long as this proposal is hurried and passed
before ballotday of this nweek, one can essentially mutate twice in the
nweek. This means that, by ballotday, any player should be free to occupy
any DNA space he wants, and there should not be a glut of players stuck in
the same corner of the DNA board and unable to vote against each other's
proposals without committing a Felony.]]
