[s-b] Refresh changes

I've updated the wiki's Public Displays as follows:

Removed AFO from the list of Players.

Removed Agora from the list of Factions

Changed the Clock to nday 6, nweek 134, nyear 14, Third Era of B Nomic

Amended rules 1-4, 5-2, 1-10, 2-2, 2-5 (note that "-Hide quoted text-"
was, in fact, part of the submission of this Refresh Proposal enclosed
within {{ }} and as such it's now part of Rule 2-5.  The Tidiness List
to remove iit is left as an exercise for the reader).

Added Rule 1-18 (This is Untitled; as I read the Rules only the MoL
may title it since the proposal creating it didn't)


It's been a pleasure to serve as your Emergency Coordinator and I hope
you'll think of me the next time you find yourself in an Emergency.
Hopefully the next one won't be my fault.
