I have counted the votes, and Billy Pilgrim's proposal has defeated
0x44's proposal by a vote of 13-1.

Billy Pilgrim's proposal is selected, and its changes are now in
effect.  I will update the Public Displays on the wiki and post a
summary of the changes Real Soon.

As MoM, I start the Clock.
