[s-b] Intent to amend AFO charter

I intend, with the consent of all other partners, to amend the AFO
charter by replacing clause 3 with this text:

3. The AFO may incur obligations, rights, and privileges under the
rules of other nomics.  The Partners may act on behalf of the AFO
to satisfy such obligations and to exercise such rights and
privileges, as permitted by this agreement.

and by replacing clause 5 with this text:

5. The Partners shall ensure that the AFO obeys the Rules of each
nomic of which it is a player to the maximum possible extent.  A
Partner who acts on behalf of the AFO to make it a player of a
nomic shall inform all other Partners of this as soon as possible.

[Note for B Nomic:  Agora defines "as soon as possible" as "within
a week".  As opposed to a Galactic Standard Week.]
