My research indicates that factions have been limited to the
following.  Have I missed anything?  Did anyone declare the
AFO a faction?

   1) Primo.  Factionhood possibly removed by Proposal 141.  Since
      ceased to be an agreement.

   2) Agora.  Factionhood removed by Proposal 141.  pikhq recently
      tried to get it to satisfy the requirements of Rule 5-2, but
      messed it up.
