[s-b] Proposal: 401 - Authentication Required

I submit the following proposal, titled "401 - Authentication Required"

Create a new rule, titled "Authentication Required", in Section 1,
with the following text:

A message posted to a public forum by a Player is a Signed Message if
it contains a Signature. A Signature is the following text: "Signed by
X", where "X" is replaced by the text of the posting Player's uniquely
identifying name. A Signature can appear anywhere in the body of the
message.

A message posted to a public forum by a Player that is not a Signed
Message is an Unsigned Message. A message posted to a public forum by
a non-Player Outsider is an Unsigned Message.

Messages posted by a Player to a public forum to perform a Game Action
must be a Signed Message. Messages posted by a Player to a public
forum to submit a Game Document must be a Signed Message. Any Unsigned
Messages sent by a Player to a public forum have no effect on the
state of the game although they can be read. Unsigned Messages sent by
a non-Player Outsider may have an effect on the state of the game if
other rules allow.
