[s-b] Proposal: Bureaucracy of Bureaucracies

I submit the following proposal, titled "Bureaucracy of Bureaucracies"

Create a new Section titled "Bureaucracy of Bureaucracies".

In the Section titled "Bureaucracy of Bureaucracies", create a new
rule, titled " Bureaucracy of Bureaucracies", with the following text:

There exists a Game Object called the Bureaucracy of Bureaucracies
which may be referred to as the BoB. The BoB contains a set of
Ministries. The set of Ministries in the BoB is as follows: the
Ministry of Law, the Ministry of Change, the Ministry of Questions,
the Ministry of Society, the Ministry of Ministries, the Ministry of
Goods, the Ministry of Foreign Relations.

In the Section titled " Bureaucracy of Bureaucracies", create a new
rule, titled "Civil Servants", with the following text:

A Player who is a Minister of a Ministry in the BoB is also a Civil
Servant of the BoB which may simply be referred to as a Civil Servant.

Change the title for Rule 6-9 by replacing the title "MiniMinistries"
with "Commissions"

Amend Rule 6-9 by replacing the following text:

A MiniMinistry is a Ministry that is not explicitly defined by the
rules. Any Minister of a MiniMinistry may be referred to as a MiniMin.

The MetaMin may create a MiniMinistry at any time, specifying its name
and its responsibilities. He may also dissolve any MiniMinistry at any
time.

A Commission is a Ministry that is not explicitly defined by the rules
and is not in the set of Ministries of the BoB. Any Minister of a
Commission is a Commissioner and is referred to as a Commissioner.

The MetaMin may create a Commission any time, specifying its name and
its responsibilities. The MetaMin may also dissolve any Commission at
any time.
