[s-b] Consultation on Agora Faction

I submit the following as a Consultation:

Reasoning: comex, a Player of Agora, sent a message to the Public
Forum claiming to make Agora a faction.

Agora's ruleset seems to meet the criteria of a B Nomic Agreement:
1. The set of parties who agree to be bound by the Rules is defined by
the Rules (although there is occasional judicial review of exactly
which entities are, in fact, Players, this review is within the Rules
too so I think it's probably covered)
2. The procedures for joining and leaving the agreement are well defined.
3. Decisions to be made on Agora's behalf (including changed to the
Rules) are made through an explicitly-defined way
4. All Players have explicitly consented to be Players and may leave
at any time.

An Agoran CFJ on the statement "A Player of Agora who is not the
Ambassador CAN unilaterally take Game Actions in a foreign nomic on
Agora's behalf if it is legal for Agora to take those Actions in the
foreign nomic." was judged to be UNDECIDABLE, as Agora's rules do not
generally regulate actions taken outside of Agora, whether they claim
to be on Agora's behalf or not.
