Our appeals process (claiming of Consistency or Inconsistency) can change the answer of a Consultation. So, for a particular consultation, at some times the answer could be YES, and at a different time it would be NO. Based on my current understanding of the rules, it is not possible for a Consultation to have both a YES and NO answer at the same time. This assumes that the "or" in "Answer eir assigned Consultation YES or NO" in r2-5 is an exclusive or, but that's a fairly standard English meaning of the word, and I would expect it to be explicitly stated if it were possible for it to be both. However, this paragraph has no bearing on the question that was originally asked. But, yes, a consultation can have multiple answers, in certain circumstances.
