Prop 48 would gut that limit, but this Prop lists 48 as being in Conflict (the first such usage, I believe). Indeed, I find it quite intriguing (as I have from its introduction). I feel that it could still use some refinement to eliminate a couple of ambiguities, as well as some grammatical amendment.
