If the voting period were defined as the beginning and
end of the Third Thrid (as defined in the prop) I can see it.

This appears to be self limiting by defining score as
sum of Points and Anti-Points, and later altering the
winning condition to a 'score' greater then 100.
Prop 48 would gut that limit, but this Prop lists 48
as being in Conflict (the first such usage, I believe).
It also Conflicts with my Zeroth Prop (offered so as
not to have to deal with a negative value, which the
text of the current Rule 2-6 can create, and also
Rule Tag (should it pass) can create).

And not because I dislike the concept. Indeed,
I find it quite intriguing (as I have from its
introduction). I feel that it could still use some
refinement to eliminate a couple of ambiguities,
as well as some grammatical amendment. I'll post
a pick-apart next nweek (haven't had time, what
with the holidays and all). It's almost there.
