I propose the following:

Create a new rule:

__This Plot Made No Sense! Tell The People!__

In addition to any other votes a Player may cast, during each voting 
period, each player may cast one "WTF" vote. A player may only cast one 
WTF vote per ballot. A "WTF" vote is exclusive of all other votes; i.e. 
a player may not cast both an AGAINST vote and a WTF vote on the same 
proposal.

For purposes of vote counting, a WTF vote shall count as a vote AGAINST 
the proposal. If a player attempts to use more than one WTF vote on any 
given ballot, all of that player's WTF votes shall be considered to be 
normal AGAINST votes.

If more than half of all eligible voters cast legal WTF votes on the 
same proposal, on the same ballot, the author of that proposal may not 
submit new proposals for a duration of one nweek, starting at the 
conclusion of the voting period for that ballot.
