[s-b] 113.11 Administrator's Update

I receive votes from Iain, sproingie (twice), Optional (twice), bd,
and Antonio.

Wild Card rules False on RFJ 7.

I propose "Transactional Proposals" (p45).

I propose and amend "Thrids" (p46).

bd proposes "Virtual particles" (p47).

Antonio submits an RFJ. I'm going to call it RFJ 8 for now, although I
could be wrong. I'm not entirely sure of the set of Eligible Judges on
this one, since r2-5 says "Players that have voted in the last nweek",
and I'm not sure if that means "Players that voted during nweek 112"
or "Players that voted between nweek 112 nday 10 and nweek 113 nday
9". Based on the "Durations" section of r2-1 and extrapolating a bit,
I'm going to go with the latter definition, and assign this RFJ to
Iain. However, this very assignment may be RFJd if someone thinks my
reasoning is in error.
